Long-term Care System- LTC: Implications for China's Modern Elderly Care

In the past few decades, with the development of Applied Gerontology research in the United States, a long-term care system for elderly and disabled has been established. Various researches in this system have become a fairly large-scale and rapidly developing scientific field. At present, there are thousands’ professional books and periodicals in this field. Also, the practices and applications of gerontology have greatly contributed to the development of American long-term care services.

Compared with developed countries, such as United States, China's scientific and systematic education in the elderly care, the professional team building and training, and the scientific elderly care services provided to the market are still in a very early stage. Also, the advanced degrees specialized education such as "Gerontology" in China's institutions of higher education have not formally established. There is little relevant professional training at all levels of elderly care in China. This has led to a vague understanding of the scientific concepts of long-term care system in China society. China's "Law on the Protection of the Rights and Interests of the Elderly" was formally promulgated and implemented in 1996 (United States promulgated in 1965). But since 1996 the State Education Commission, the Planning Department, the Ministry of Finance, and local agencies have not begun to pay serious attention to China's modern elderly care system, especially, to invest in modern "gerontology" education, professional training, scientific research, and service project development. In an actual situation, because of lack of universal education on "gerontology" and the research on elderly care policies in China, for most people, it is impossible to have a better understanding of "gerontology" and the service system related to LTC.

Without further understanding, it is difficult for people to know why long-term care system needs to be developed in China, and how? For example, at present, many Chinese investors or the real estate companies are also rapidly occupying the elderly care market, imitating Western countries to build elderly care communities on a large scale. However, it is not guided by the concepts and services of the professional LTC system. They only focus on the building model of elderly care communities or housing, called “hardware” but services challenged that is called “software”. In terms of its "software" development, they lacks in conformity with the reality of the Chinese market to meet the elderly with different needs, especially for the frail elderly. The professional design of living environment and services, professional training and management of personnel, supporting of care team, and providing high-quality integrated services are still behind. Many of investors fail to meet expected market goals.

Therefore, it is very necessary to introduce the American "long-term care system" to the Chinese domestic public, so that people can understand it correctly. They can apply these concepts of LTC system to develop China's modern elderly care services. Both developers and operators can be successful in the elderly care market. With the increasing rate of China’s population aging (two times faster than in the West), the total number of elderly people ranks first in the world. China’s market demand for professional elderly care is also increasing with the economic development and opening up of the entire society. Moreover, the quality required in elderly care is same as that of Western countries. Therefore, in view of the current more than 200 million elderly services needed in China, China needs to improve its’ care services as soon as possible. At the same time as its corresponding development, this improvement can encourage and attract state, enterprises, collectives, foreign capital, and individuals to invest China’s elderly care projects, and meet the various needs of elderly and their families.
